conf.ini files changes: are they cheats?

Hello, I have read a little bit about the conf.ini files changes and I was wondering if these are cheats? There is one that will allow you to see dots further. I guess these are the dots that you see first, then they become airplanes the closer you get.
Also, If they arent cheats, where can I find the most useful/important ones? and what are the ones that most everyone uses so that when I play online there will not be any discrepancies?

conf.ini changes are not cheas. There are no cheats for il-2 series games everything that can be changed in conf.ini, can be changed in the game or through il2setup too. the dots you refer to can be changed through the console command mp_dotrange see Grille Chompa's IL-2 Scriptpark for more information and usefull scripts.
It's not the dots but the labels next to them that are changed.
The host of the game determines how dots are displayed AFAIK, so everyone sees the same dots.
