Using Remove White Tool

I am brand new to skinning. I downloaded the remove white tool from Mark and I cant make it work. The plug in doesnt show up in my filters. I'm using Photoshop Elements 2.0. Can someone help me figure out how to use it? I am working with the tutorial here on this site but it doesnt explain how to use the REmove White.
